    TVET refers to a range of learning experiences which are related to the world of work.  These learning experiences may occur in educational institutions or work places or a combination of both.  Moreover, the learning experiences may be targeted to designated areas of economic activities, occupational sectors, and specific work tasks.


    There has been an increased interest worldwide to link education provisions to national economy. In Seychelles there is widespread reform in education with a strong emphasis on reforming the secondary school structure to meet the diverse needs of students so that they can contribute positively to the economic development of the country.  The Technical and Vocational Education and Training (TVET) which is being introduced in secondary schools is intended to integrate the different aspects of education and training, vocational and general education, skills development and career orientation.


    TVET is a two-year course at upper secondary education level (S4 and S5).  It offers a range of programmes based in school, vocational institution and employment.  These programmes are developed to motivate students by diversifying the delivery while taking into consideration their personal interest and needs and strengthening the linkages with the world of work.


    The school-based programme comprises Personal and Social Education, Physical Education, Religious Education, Careers Education, Guidance and Counselling, Literacy (English and French), Numeracy, and Technology and Enterprise.  The programme is intended to provide learners with a wide range of learning opportunities to pursue their personal and social development, upgrade their literacy and numeracy skills level, develop entrepreneurial competencies, apply scientific knowledge and mobilize technological resources.


    Programmes in vocational institutions are practically orientated. Students gain hands on experience and learn to apply knowledge and skills acquired to real life and work situations. These courses are wide-based and provide students with the general competencies associated with national economic direction and work opportunities.


    Skills development programmes are undertaken for specialized occupation and work situations according to the interest and needs of students, and opportunities in industry. These specific competencies are negotiated with individual employers and students acquire the practical skills directly on the job. This facilitates the implementation of a flexible pattern for competency-based programme development and the integration of students in work places.


    The students are enrolled on the programme at the end their third year of secondary education (Lower Secondary S3).


    The programme has been developed particularly for students who would have difficulty in doing the IGCSE or DELF. However, students can also enroll on the basis of their learning needs and their Records of Achievement. Moreover, students joining the TVET programme should display positive attitudes towards learning.


    The delivery of the TVET programme is organised around two major areas: a school-based general education curriculum and a specific skills-based component delivered in different technical and vocational training institutions, and, or work places. 


    The students spend Mondays, Tuesdays and Wednesdays in their respective secondary schools and Thursdays and Fridays in a technical vocational institution or in the work place.


    Students will be assessed at the level of school, technical vocational institution and the workplace. Specific functional skills and practical competencies will be assessed.  In the first year, 60% of the time is allocated to school based learning experiences, and 40% to the development of practical skills. In the second year, 40% is allocated to school based learning experiences, and 60% to the development of practical skills. Both components will be assessed. On successful completion of the TVET Programme the students will be awarded the Secondary School Leaving Certificate.


    The successful implementation of the TVET Programme will rely on the support from the Department of Education, from schools, from technical and vocational institutions, from employers and parents.  At the Department of Education, there is a Coordinating Committee, in schools there is a Focal Person (a Careers Guidance Teacher), in technical vocational institutions, a Course Leader has been appointed.  Employers should link directly with the Focal Person in the secondary school the student is attending.


    TVET is a programme which is delivered on multiple sites. However, students following the TVET Programme are secondary school students and they should follow the code of conduct (including the wearing of uniform) of the school and the work places where they are attached.


    Appropriate travel arrangements (bus passes) have been made for them. They are also covered by a “Group Personal Accident Insurance.”


    TVET is an innovative technical vocation programme for secondary schools.  It is a flexible programme that takes into consideration students’ interest and mode of learning, and the needs of industry. 


    The programme depends on a strong the collaborative partnership that schools develop with employers.
